The Crown Entities Act 2006 requires DHBs to prepare a Statement of Intent at or before the start of each financial year. The SoI is for that financial year and at least the 2 following financial years. The purpose of the SoI is to promote public accountability of the DHB by:

  1. Enabling the Government to participate in the process of setting the DHB's medium-term intentions and undertakings;
  2. setting out for MPs those intentions and undertakings
  3. providing a base against which the DHB's actual performance can be later assessed.

The minimum required content of each SoI is set out in section 141 of the Act. It has to agreed with the Minister of Health, who then presents it to Parliament, after which it must be made avaialble to the public by the DHB. After the end of the financial year, the DHB reports its achievements in its Annual Report against the performance.
